I am cloning several savesets to allow recovery times to be shortened. The issue I am having is I am cloning from an LTO2 tape to an LTO2 tape why does it seem that the clone is slower than standard backup other than the multi streaming functions of Networker. My imopression is I should at least be able to double the read and write performance because I am not reaching across the network.

 
It depends how you clone. It can be that NW does in fact consolidate the save sets data from the source. If the source is multiplexed, then you will only read one stream at a time. That means that not all data is used for a single save set and it will also need multiple read processes. Consequently, it will be slower/take longer.
