Clone tool cursor problem 1

For PC: I recently "reset" my brushes and now when I use both my clone tool and eraser tool the cursor does not change to a circle or cross hair. It retaines the icon of the tool. This is very inconvenient - any suggestions?

...verify your preferences > displays and cursors options...

...choose normal or precise...

...also, with a tool selected in photoshop, press the caps lock key and the cursor changes to the opposite to what your preferences indicate...
