clients not getting dhcp part of the time

Hello:
My windows 95 and 98 clients are not getting DHCP from my scope. If I go run winipcfg and renew all: I then get the address and all is fine. It only happens on five of my end users ,and they all sit next to each other. Sometimes it works ,and other times it does not. I increased the amount of time the lease is active. From one day to 4.
