CLID on Tie Line

I have a site with an Opt 11c which is connected to my main site with an opt 81c via a dedicated Tie Line. Outbound calls from the opt 11c come down the tie line and out to the co trunks via the 81c. I have CLID set up for the users on the 81c but when the users on the opt 11c call out their CLID is showing up as their 4 digit extension number. How do I get the CLID for the opt 11c to show their office main number or a 7 digit telephone number? I've tried setting CLID at the option 11 but the result is always the 4 digit extension number from the 11c.
 
if your dialing plan for the opt11 to dial out is setup as shorcut SPN number or CDP you will have to add a DMI or modify DMI used to change call type to NPA
 
What do you use to send outbound calls from 11c to 81c?
Rout access code?
UDP?
CDP?
