You need to stop the spooler, start the spooler, and any client printers should be deleted. If the are not then delete them and stop and start the spooler again. Try the clients again.
In explanation : If a client logs off but their printer still has print jobs in the queue, the printer does not delete. The client logs back in and can see the pprinter but will never print to it again, unless you delete it. It is like an orphaned device. You can see but you cannot use. Get the user to log off. Delete printer. It may not go away. Stop and start the spooler. Do so until the printer goes away, and then log the client back in and all will be well. This may happen to lots of printers.

you mean that I have over 3 dozen of users and i have to manually delete the printer and restart the spooler on each client ?

No.

Log everyone off the citrix server. Then delete those client printers still listed in print mangler.

Then stop and start the spooler on the citrix server.
