Cisco WS-C1912-A Wierd interface

My buddy just purchased a Cisco WS-C1912-A switch but the CLI interface is very odd. When the switch boots it goes to a "User interface Menu" that has 3 options 1."menu" 2."IP Configuration" and 3."Console Password". We have already tried resetting the switch and holding the mode button while pressing but it brings us tot his same menu. How do we get to a command line interface that displays "router>"??? Please help.
 
You don't this is a switch so you will never see a router prompt and this is not a true IOS switch , if you didn't get enterprise software with this then this will only be menu driven no CLI.
 
Thanks after a few searches we found that out. He must have a "standard edition" IOS. His switch is upgradable to the enterprise edtion correct? His switch has 4MB flash.
