Cisco PIX 520 and Cisco 1700

I have a Cisco 1700 from a 3rd party vendor connected to one of the DMZ interfaces of a Cisco PIX 520. The IP address of the 1700 is x.y.z.143. The IP of the DMZ interface is x.y.z.142. The gateway on the 1700 is configured to be x.y.z.142.

When I connect the two Cisco devices with a crossover cable, the link light comes on. Using the capture command on the Cisco PIX, I see the Cisco 1700 giving arp requests of "Who has x.y.z.142? Tell x.y.z.143"? It looks like the firewall is not responding to the arp requests. Any thoughts? I don't see any options on the PIX to configure ARP requests other than Proxy ARP.
