Cisco 3500 Switches with Tacacs+

Which IOS version would be best to use with AAA authorization commands on a Catalyst 3500 Series switch? Because when a telnet session is open, after one password is entered there is no password prompt for authorization for Tacacs+ and it will go directly to the privilege prompt.

Could someone give me some suggestions?
