I am thinking of using a CEoIP solution for a particular network.
Just wondering how the E1 emulation is controlled, i.e. if the E1 is run over an IP cloud, whats to stop it from having delay problems etc, do the the fact that IP clouds are constantly changing i.e. varying traffic levels etc.

Or has anyone had any luck with CEoIP?

Usually the technology you use will enable you to carry out prioritisation based upon a multitude of methods.

Primarily we use DSCP, or in some cases the MPLS 'shim' to create a singluar LSP for voice within our cloud.

If its layer-2 then we just utilise .1p & .1q
