CICS 4.1 IATA Dead?

I'm only getting 2V on pair 20 am I missing something, like a prompt to enable the IATA?

It is listed at DN 27 P117 and it says its enabled and IDLE, but I'm only getting 2V!

What happens when you put your test set on pr 20 of the lines cable, you are on the lines cable, not the station cable.
 

According to the book the IATA is on pair 20 of the lines block, I've hooked an analog device up on a CICS before, but I've never seen an issue where it only had 2 volts and no dial tone.

I'm wondering if it's dead?
