CICS 2.0 I-ATA No Dial Tone

I have a customer with a CICS 2.0 Expanded who wants to use the i-ata for analog device for outbound calling. When I check y/sl pair (i-ata port 117, Sta 37) I only have talk battery no dial toe. Programmed prime line on 37 for both poola and icm to no avail. Also tried programming ext 29 in case it was a restricted version and nothing. When calling 37 you hear ringback at 7310 and display say's calling 37 but no ringing at port.

Any suggestions?
 
Are yopu checking y/s pair on lines amphenol? also set prime line to intercom and make sure no hotline is setup to that dn.

I didn't check for hotlines but this is pretty much a default system so I doubt it. The site is over an hour away and no rad setup so I'll verify programming when I return.

My philosophy is to only suspect a hardware problem as a last resort but I'm beginning to think that may be the case here. I'm no Nortel expert my ICS cert is 10 years old. But I've checked all my settings against the 4.2 and 6.1 CICS manuals and as far as I can see it's all good.

I was also curious about the 2.0 software as I have no docs for it but I think the i-ata has remained the same from the start.

I'm going to see about selling an upgrade anyway so I'll take that along with a cabinet when I reurn.
