chmod and IIS

I'm running a PHP install onto of IIS version 5.0 running off of a box that has Windows 2000 Professional on it. Problem is that my PHP upload scripts will NOT run because they don't have permission. Unfortunately setting the permission in the MMC and chmod do not work.
 
chmod is a unix command. it's the permissions to the exe file that will need changing as in this thread41-882286
