Child domain creation

When upgrading NT to 2003 as a child domain of an existing forest I get the following error:

Operation failed
Active Directory could not create the object
CN=...
"The FSMO role ownership could not be verified because its directory partition has not replicated succesfully with at least one replication partner"

The server is the only one in the child domain.

Anyone any ideas??
