my understanding of the situation is this - you want your client PCs to have cookies activated.
Are these YOUR PCs (on a LAN, etc)?
If so, a logon script may be appropriate.
Are these PCs simply users on the internet - when they hit your site, you want some way for the client's system to determine if cookies is enabled; if not, popup the option to turn them on.
If the second is the case, you'll either need to design a program for people to download, or to code an appropriate HTML script.
Coding a script for a website will be inherently unreliable, because users have varying browsers and varying security levels set in the browsers, so your script may end up unsupported by the user or blocked by their settings.
There are a couple of HTML forums & javascripting forums which may offer more insight into coding scripts, etc.
