check if users are local administrator of their pc

I need to configure a login script to check if a user has full admin rights to their pc or not

(this is so that a program runs only if they are)

I am either going to do this via kix or vbs scripting and what i really need to know is a parameter that I can check on prob a registry entry.

(Users are not added directly to the pc local admin group but via various nested groups so checking on group membership is not the ideal way to go for logic checking)
