Check files are closed before moving.

I have code which enables me to move a folder and its sub-folders and all their files to a new folder using Copy and Kill. However I would like to have coding check that all the files in these folders are closed before moving them.
Any help is much appreciated.
 
I forgot to add that the code I have was written in VBA for Access 2000. So I would expect VB6 to be different.
So to recap... I need help with code which will look at a particular folder say "C:\Folder1\Sub-Folder1\Files" then check that all files are closed and if true Move ALL to new folder "C:\NewFolder". If not true flag up error message "File/s Not Closed".
Any help would be greatly appreciated.
