cheapest VoIP Cisco setup

There really is no cheap way...
You'll need some kind of VoIP Gateway.. You don't really need a Callmanager, you can get a 2600 series router, put some FXO cards in there, and run IP Keyswitch IOS on it.. That'll get you a basic setup. You'll need an external powersupply for the phone though.
