What would anyone recommend for the least expensive solution for a connecting to the smartjack of a Frame Relay Circuit. I am thinking there is a router out there (3600?) that has built in cost-effective CSU ports built into it. The CSU port for connecting to the SmartJack is right on the router, is this a good way to go.

depending on your needs you can go with a 1600 or a 1700 series routers both capable of running frame relay using a wic dsu/csu card . There are other options such as a 2500 series router using an external dsu/csu via a V.35 cable . #-)

I'd go with a Cisco 1601r and a WIC. Works well for an inexpensive solution (relatively speaking). A 3600 series is going to be somewhat expensive, and overkill for 1 frame relay line. I'll sell you an OpenRoute for really cheap, it's got a TSU built in, but the interface absolutely IS BAD. =) Seriously, the 1601r and WIC is a pretty good combo.
