Changing the time and date

I don't want my users can change the time and system date. How can I do this?

I want do this in any Windows version.

The only system wide change you could make to allow this would be a change to the BIOS, where you would change the setup entry key to something different but leave the banner the same.
But smart users would figure out that they were being mis-guided and the determined ones would soon be comfortable using your new setup key.
Some motherboards have password requirements to enter setup. That would accomplish what you need to do, but smart users would find the way to delete the password checking.
