Changing the Circuit State

I have an ARN...a few actually.

One was working for a while. Today it started acting flaking, not passgin DHCP requests etc. Then when I connected with the console cable & Typed sho ip cir it showed:
[1:1]$ sho ip cir
Circuit Circuit # State IP Address Mask
-------- ----------- -------- ---------------- ----------------
E01T 1 Up xxx.xx.xx.xxx 255.255.255.0
E01B 2 Down xxx.xxx.xx.x 255.255.255.0


I thought it was the config, so I reverted to a backup copy, and then to an alternate config all together. same result. Circuit 2 appears "down"

I even changed the router & booted into various configs with the same result.
