changing OS for UltraDev

i have WinMe installed in my computer and i cannot install PWS properly on my system. so before i change my system to Win2000...

1. do i have to change my hard drive from FAT32 to NTFS so i can use the webserver (IIS) properly? or ill install win2000 pro, then let the the hard drive maintain its FAT32 system.

2. i have partition my hard drive and the system files are on C drive. if i change my fat sector to NTFS on my C drive, and install the Win2000, will it affect my other secondary partition drives?

actually, I also had this problem on my home computer. Since I am not at home, I can't remember exactly what I did. But, I do know that if you do a search on the internet on WinME and PWS that you can download a free patch that allows you to use PWS on WinME.
