Changing Local Security Policy Settings

Hello. I am logged onto Administrator on my XP SP2 machine. I am trying to lockdown the computer and all the security options are grayed out and I cannot change them. Why would this happen and what can I do to fix it?

if you mean file/folder-level security options, you would need to disable simple file sharing to enable those security options.
 
Which security options?

Under Internet Options, or in the Group Policy editor gpedit.msc, or in Secpol.msc, or NTFS permissions?
 
The security options I was trying to change where in secpol.msc.
