No, but it's possible to remove Save As...Web Page, complete by editiing the registry:
backup the registry and/or export the following keys:
go to Start>Run, type regedit. Navigate to:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer
Right-click on the Internet Explorer key, choose new>Key, name it Infodelivery. Right-click on the Infodelivery key, choose new>Key, name it Restrictions. Right-click on the Restrictions key, choose new>DWORD value, name it NoBrowserSaveWebComplete and give it a value of 1.
I'm not certain as to what the default then brings up.
