change PDQ_MAXPRIORITY via ONMODE -D errors

You get this if you run the command twice. Sometimes, if the system is aleady busy with a PDQ'd process then your onmode command will not immediatlt take effect and then if you issue a second command to try and change it again before the first has been committed, then you see that error.
