Change new user defaults in XP Pro 1

I am looking for help from anybody on where I can find how to set default settings for computers I roll out.
I have a pattern of stuff I do when people first login to a computer, I would like to make
them the defaults that automatically get applied whenever a new user logs in on a computer. I do NOT want to lock these settings in, but make them the default.
The changes I make are:

1. Change desktop settings
a. set my company logo as the default background
b. put 'My Computer', 'My Documents', 'Internet Explorer' and 'Network Places' on the desktop
c. turn OFF 'Run Desktop Cleanup Wizard every 60 Days'
2. Change Taskbar and Start Menu Properties
a. Turn OFF 'Hide Inactive Icons'
b. Turn ON 'Show Quick Launch'
3. System Properties
a. Change 'Performance' 'Visual Effects' from 'Let Windows Choose what's best for my computer' to 'Adjust for best performance', then change one setting - 'Use visual styles on windows and buttons' which turns Visual Effects to 'Custom'

As far as I can tell these are not registry items, does anybody know where these are?

Log in as administrator, change all the settings how you like them and then do a reboot. From another computer map the C drive to the first computer and copy the admin profile to the default user profile. Now any new user created will have default settings the way you want.

I think this is sort of close enough to post here ....
I have winXPpro configured for four users, two have admin rights, 2 do not. If I change the display resolution in any account, it changes it in the other three? I would like a higher resolution in 2 accounts, and I must be missing something - but I can't do it ?
