change IP address - cannot telnet SCO Unix 5.0.6

I have a SCO Open Server customer that needs to change their IP address from 192.168... to 172.168. We change it with netstat, manually change hosts, and boot. We change the static IP on the PC's, and can ping from the PC's to the new address, but cannot telnet. There is no added network software and the only added card is a Computone serial port card. When we change the address back to 192.168, and the PC's to match, everything works fine. There is nothing in adm/messages or syslog, etc/rc2.d/messages reports no error. I did notice that there is no telnetd daemon running on the server though this may be normal since noone is logged in.
Does anyone have any ideas?
