CGI.pm tmpfile error 1

I seem unable to upload a simple file to my webhosting using the CGI.pm module.

it errors with the following...
CGI open of tmpfile: Permission denied

I know this is a server problem but my host seems unable to work out why it is happening or how to fix it, so , can anyone here put it in plain english so I can copy the fix to them and get this resolved.

It seems as a web host they are unable to install and support perl or its standard modules correctly!

does the root directory have a folder named tmp? If not try this in your script:

$ENV{TMPDIR} = '/some/path/temp';

I shouldn't have had to change the default temp path, it was working fine and then just stopped, like a lot of things with this hosting company, they are for ever having problems!

But seings as my current host are not capable of managing perl or the web server correctly, moving it to a folder where I had control over seemed to do the trick.
