Certsrv not working

I installed Microsoft Certificate Services and installed them. Now i'm trying to access the Certificate Server by using a browser and pointing it to

localhost/certsrv

I get a 403 message saying im required to login but I don't get prompted to login?

Any idea why is this?

I'm trying to setup a SSL Certificate for my OWA users.
