Certificate Services - SCEP - cepsetup.exe

I have recently configured Certificate Services and it works fine using the "manual" process of obtaining certs using the web browser. But now I want to configure SCEP so that my other network devices (Cisco VPN3000 Concentrators and IOS Routers) can obtain Certificates using SCEP.

I hear that I need to install this as an add-on from the reskit (resource kit) and the executable I am looking for is cepsetup.exe.

Question: Where and how do I get this resource kit or even just the scep feature?

I just submitted my registration for my MSDN Pro subscription but it takes 7 - 10 days to complete the registration - but I am hoping the $1160.00 I just spent will give me that.
