I'm currently having the same problem with wierd calls waiting. Although our problem is not -1, its +1 with no waiting time (no call waiting either). After arguing with the avaya ticket taker that this was REALLY an issue, he finally sent it to tier 3 (under threat of billing me mind you). Tier 3 guy been watching it for a week and does occationally see the phantom call. We are trying to nail down what exactly is causing the problem but he did say that our ver need a patch that had something to do with call waiting.
