Centralized AutoCorrect file

We are trying to implement an environment whereas we have only one AutoCorrect file for Microsoft Word that can be modified, due to several issues regarding different definitions for the same mnemonic.

Is there any way to do this in Office 2000?

Formatted AutoCorrect entries are, unfortunately, only stored in normal.dot.

Unformatted AutoCorrect entries are stored in .acl files, which can be loaded by code to all users, with an AutoExec procedure.

The issue is, can you centralize normal.dot? If so, then the situation is taken care of. If not, then any user can make new AutoCorrect entries into normal.dot, and I believe, those will override the .acl file. Unless you disable all users from creating AutoCorrect entries.
