Cell Phone Callers - Nupoint

Got a complaint from a customer stating " Cell Phone callers "time out" and the Auto Attendant (Nupoint) does not recognize the call, if the cell phone user is silent." Not happening on Land Line calls. Is this a Volume issue? and if so, is there an option to fix this? Is this a talk off issue?
 
I for one need to know more about the call flow in this.

SIP Trunking - 2 SIP Peers are programmed - (1) for both Inbound/Outbound external calls and the (2) between to MCDs - San Diego and Houston (Direct IP Trunking). The SIP Peer for the internal links has had issues going up and down for several weeks now. Naturally the communication between the MCD and the Nupoint is using Trusted IP 5020 devices. Does that help?
 
Well sort of

Try something along the lines of this

Callers dial into system
Call is answered by ....
Caller is given option to do ....
When ... the caller is transferred to the cell phone by ....
The cell phone (Does/does not) ring
If not answered the expectation is that the call will ...
Instead the call is ....
