CD player erratic speed upon use

This just recently started happening since reinstalling Win 98 and then installing 2nd edition (a long tragic story with a happy ending, fortunately). My 40x primary CD player will go fast and slow when activated for playing cd games (have not tested music). Is there a setting in devices or whatever that can put it back to flat-a*s get it on max speed like it used to?

I have a Win98SE P3, 128M, with a secondary Yahama CD burner. The primary CD came with the system and appears to have no name. Always worked great.
 
As I understand it, data has to be read from disc only infrequently therefore the speed will drop when it times-out. Does this upset gameplay? Also test with music. If O.K., no problem; Mine does this as well. My suggestions are what I would try myself. If incorrect, I welcome corrections to my rather limited knowledge. Andy.
 
True, once the program is up, data is sporadically needed. But before reinstalling 98 (oh yeah...had to reformat hard drive too), when I'd slip the disk in, it would fly max speed and constant until the program was loaded. Programs would come up much quicker than they do now. That's why I thought there might be a "devices" setting that needs to checked or unchecked. Thanks though.
