CCR 8 upgrade problems

I've been trying to upgrade my customer from CCR 7 to CCR 8 for several hours, and have finally decided to completely uninstall SQL and CCR and start from scratch. Following the KB step-by-step, I can get as far as installing CCR to about 99% before the install errors out with:

Error: -1603 Fatal error during installation.
Consult Windows Installer Help (Msi.chm) or MSDN for more information.

This seems like an issue with the installer. I'm running 2008R2 SP1.

Do you have .net 4.0 installed?
Do you have the prerequisites installed? (.net 4.0 is one of them)

Yes and yes. We've also had CCR 7 running for several months. In the "upgrading CCR" section of KB, the only procedure is to upgrade SQL to 2008 which I've done. Once I couldn't get the upgrade to work, I started from the begining like a new install following the KB step by step.

Okay so it was failing with 8.0.9 so I downloaded 8.0.84 and I'm having the exact same 1603 error. So I guess it has something to do with my server. I'll figure it out.
