What about the number of licenses?
Also, have you tried just rebooting the server? that's what works for us - sure it takes like 40 minutes to recover but usually that fixes our problems.
Couple of days ago, it wouldn't put out the new time in the morning. We decided we would reboot at about 4PM. Low and behold the correct time kicked in on the phones a few hours after we had tried manually...
Go figure.
