Catch All Mailbox?

Can any one tell me the default location for all NDR's in exchange 2003? Do these automatically go direct to the administrator? And if so is it possible to change this directly from administrator to another AD account?

These do go to the administrators mailbox, you can configure this to forward messages to any other user you choose. This is done in AD by selecting the Exchange General Tab and then delivery options.
