Catch 22 with DFS service and High CPU Usage

I have an odd situation...On one of my DC's, if the DFS service is started, the CPU usage pegs at a constant 100%. When I stop it, CPU usage goes to 1-2%....but if the DFS service is stopped, I get all kinds of Group Policy errors.

We are not currently using DFS but the person before me "tried" to configure it. All the DFS settings were deleted and now when I launch DFS from the Admin tools, nothing is listed.

The DC is 2003 with SP1. Any idea why the DFS service, when started, pegs the CPU at 100%?

Do you notice DFS hitting 100% usage as soon as you enable it? Or does it just peak at certain times for a few moments and then drop back to 0?
 
I know that CPU usage was a big complaint to MS about DFS. In the R2 version, its WAY lower. DFS will now transfer only the part of the file that's changed. Much cooler.

How much data are you replicating?

As soon as I start the DFS service, it takes about 5 seconds and it hits 100% CPU usage and stays there infinetly.
 
My situation is a tad different. When I first enable DFS, it's at 0%, as it should be. When certain users access shared files/folders on the server, DFS spikes to anywhere between 46-100%. On the users end, they are stuck looking at the flashlight as the directory listing loads. Once loaded, DFS drops back to 0% - usually takes between 10-15 seconds.

Other users can access the same files/folders with no delay whatsoever. We are investigating whether it may be the NICs on the PCs, wiring in a certain area of the building, etc. But at this point, it doesnt appear to be a server issue.
