Cantankerous labels!!!

I have some labels in the header of a page. I can see them, but cannot click on them (to set formatting, etc). If I click and drag a box around them, I can get to them that way, but I was wondering if anyone has had this problem.

Is there some funky setting I have that locks the labels this way?

can you change the remaining items? like format table, format table.

Yeah, I can change everything that is not in the header.
