Can't turn on firewall

I cannot turn on the firewall that came with SP2, because I can't start service
(windows firewall/internet connection sharing (ICS)). I get the following error:
Error 10047 an address incompatible with the requested protocol was used. I'm using XP/PRO.
Can anyone help me?

This is likely a LSP problem.
Start, Run, cmd
netsh winsock reset catalog

Wait for the message to restart your computer.
Reboot.
