Can't Rotate in an Image folder

This might seem small. But we work with lot's of images. I have a user that cannot see the Rotate options when they right click on an image file. Where can I look to remedy this.
 
What program are you using to view the images?
 
In windows XP you can rotate images without an application. It is part of the GUI.
 
Still don't have the option to Rotate images from Windows explorer. Any ideas?
 
What file types, is it all image files?

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.
 
Yea, all image files.
Sfc, how safe is that? Will I get conflicts?
 
System File Checker is XP's built-in System File Checking program. It will check for missing and corrupted System Files and replace them if found.

It is one step short of a full Window's re-install. It is unlikely to cause you any problems and it may or may not fix your image problem.

One other question does your user still have the ability to rotate images in the inbuilt Picture Fax Viewer?
 
Have an idea, try using irfanview.i'm sure it has an option to do with enabling rotation. i think it is lossless jpeg!
