Can't Restart or shutdown

When I go to the shutdown menu and press either restart or shutdown, my computer doesn't do anything. I haven't been able to get it to restart any other way either. I need to be able to restart to reformat my computer. Does anyone know how I can fix this?
 
If you're going to reformat anyway, why not just push the power button? [pipe]
 
If you hold the power off button depressed for 5 seconds it should just power down.
 
rios929--Are you actually able to click on Restart or Shutdown? If these options are grayed-out you may not be logged in with an account that has permission to shutdown or restart. These permissions can be changed in the Registry and policies (local or domain).
