Can't Rename Desktop Folders

After hard disk failure I had to re-install Win XP Pro on a new hard disk + all software. This is a "low spec" PC used by my wife mainly for Word and the Net. I like to keep the Desktop clean and so moved the Desktop Icons into about 6 folders. The first four worked OK but then the last two just show as "New Folder" and "New Folder 2" I cannot change\delete the Description text for any of the Desktop Folders. I have searched the Net and MS for help but cannot find a solution.
Any ideas on this one will be appreciated?

Can you do anything with them if you boot into safe mode?

PROBLEM RESOLVED!! Thank you so much for your helpful reply.
I was about to do a re-install and when checking for Safe Mode as you suggested, found that the F8 key would not do anything either! Guess what? The Keyboard plug was not in properly.
I feel like a real idiot in looking for the high-tech solution!! Matter now closed and I am moving on.
