Can't remote into Desktop after loading XP SP3 unless user logged in

I cannot make a remote desktop connection on a desktop running xp sp3 to another desktop running xp sp3. If a user logs in to the desktop then a remote connection can be established and sometimes right after the user logs out but if you reboot the computer then a connection cannot be made again unless a user is logged in. We have tried various solutions (video drivers, SessionImageSize, Disable Firewall Service and IPSEC Service, and others) that we have found on the internet but none has worked to this point. We have only had this problem since pushing out SP3 to all computers. The computers we are using are Dell's and have built in network cards and no wireless capabilities. It happens on all profiles and all computers. I tried running RDP using DNS name and IP address with the same result and they are on a domain. The rdp client info in the about box says: Shell Version 6.0.6001 Control Version 6.0.6001, 2007 Microsoft Corp. Network Level Authentication not supported , Remote Desktop Protocol 6.1 supported. Any help would be appreciated!!
 
This is a lengthy thread about this matter have a look at the comments from around this point (21 Jan 07 22:50) and see if that solution works for you too.
