Can't Open Registry

Hello!:

I have a problem with my pc, i can't open regedit, i get a messeage that says "Registry editing has been disabled by your administator" the thing is that i'm the administrator, also when i start windows i get an error thay says "spoolpj.exe or one of it's components cannot be found" or something like that, i've searched for that process and i can't find nothing about it, i've scanned my pc with norton and it doesn't find any virus do you have any idea what is going on in my computer..... thanks in advance and sorry for my bad english...

START -> RUN type in GPEDIT.MSC then under USER CONFIGURATION -> ADMINISTRATIVE TEMPLATES -> SYSTEM -> FIND PREVENT ACCESS TO REGISTRY EDITING TOOLS -> RIGHT CLICK -> PROPERTIES and CLICK ENABLE click OK and REBOOT

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
 
Or copy and paste the following into the run box.

REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0 /f

I just tried michbar's way and it didn't do anything so I rebooted to see if it acutally worked and it didn't. So I tried DestinyDream's way.

Now I'm getting "Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item."

I went into the Computer Management window and looked up his user account and he is a member of Administrators.

Why can't we get this to work??
