Can't open Quark doc

When I try to, I get a message saying "This document cannot be opened because the "Cool Blends PPC" QuarkXTension is not present". Can anyone explain why this is?

I am a beginner using Quark 4.0 on an iMac.

Why Quark 4.0? Quark offers free updates up to 4.11.

Do you have the Cool Blends XTension present and loaded? See your XTensions manager from the Utilities menu.

I can't see anything in Xtensions Manager. The xtension is, however, in the xtensions folder in Quark. When I do "import" in Xtensions Manager, I can't locate the xtension to import it and can't see why. There is nothing else in Xtensions Manager.
