Can't Open Or Save .tif Images 1

I did a search on Tek-Tips and Google, but came up empty.
I can't open or save .tif images. When I double click on one I get the box to open or save. Neither option does anything. It's not a file association problem. That's looks okay. My other PC has the same problem.

Win98, IE 6 SP1, Outlook Express. I'll check out your links.
