Can't log into 2900 series switch

I have a remote 2900 switch that I am having trouble logging into. This happens to be the cluster command switch at this site. If I attempt to telnet into it I get the following (immediately after hitting return upon entering the telnet x.x.x.x command-it doesn't even give me a chance to enter a password):

User Access Verification

Password:
Password:
Password:
% Bad passwords


Connection to host lost.


If I attempt to get to the unit via the web interface I can begin to get in and it accepts my user password but won't accept my enable password (which should be the same as the user password).

Any suggestion?
 
Can you telnet into a member switch? If so then try and telnet to the command switch from the member switch.
