can't install Windows Backup Utility

I have a .qic file from the backup utility prior to a clean install of Windows Me. I have been trying to install the Windows Backup utility but it doesn't appear in the Add/Remove programs under Windows Setup. What other alternatives do I possibly have? Or does anyone know why it isn't showing up.
 
you can install the Backup utility from the WinMe installation CD.

Insert the installation CD into your CD-ROM drive and close any automatically launched windows prompting you to install WinMe. Launch Windows Explorer, and click the plus sign (+) next to your CD drive's icon in Explorer. Click the plus sign to expand the Add-Ons folder and click the Msbackup folder to highlight it. In the pane to the right you will see two files: Backup.txt and Msbexp.exe. Double-click Msbexp.exe to install the program. Next, restart your computer and complete the installation. You've now installed Backup in the System Tools menu.
