Can't Install Business Intelligence Project

I am trying to start using SQL Reporting Services and using VB.net to make reports. I can not get Business Intelligence Projects to be an option in the New Project window.

Here is my setup. I am using a SQL 2000 Server database. I have installed SQL Reporting Services 2005 from my SQL Server 2005 Dev Edition media. I have installed VB.Net Standard Edition to write the reports. I am running this all on a single XP Pro machine.

At first I had .Net installed before I got SRS installed. I then went back and installed .Net again including the prerequisites and current patches. No matter what I do I can not see “Business Intelligence Projects” in the New Project window. Can anyone make any suggestions?

If I am not using a "scale-out deployment model" what should be on the Initialization portion of the Configure Report Server Tool? Currently it is blank and the status is "Not-Configured".
