Can't get Exchange to use one of my DC's as a Global Catalog Server

I've got two Domain Controllers, both of which are global catalog servers. I had a problem the other day where I lost one of the DC's which caused the Exchange System Agent to not be able to start because it didn't have access to the Global Catalog. I resolved this problem by prompting the Exchange Server to use the other DC for a controller in the Exchange System Manager'a properties page for that Exchange Server.

I've got both DC's running again as well as Exchange, but now if I shut down the 2nd DC Exchange doesn't work.

How can I set it up so that Exchange will use the other DC if one of them is down?
